QUESTION #1-WHAT IS AN "I.R.C."??? An I.R.C. is an "International Reply Coupon".  They can be Purchased at Most Post Offices around the World. A person would Buy one to send to another person in another Country. The person "Receiving" the "I.R.C." would take it to their Post Office and Exchange the "I.R.C." for the "Minimum Postage" to Mail a Letter back to the "Sending" Country OR ANY Country that the "Receiving" person wants.  They don't "Expire" and if the Cost of Mailing Letters goes up, so does the "Value" of the "I.R.C.".  The "I.R.C." can NOT be "Exchanged" for Cash at the Post Office, it can ONLY be "Exchanged" for the Minimum Postage in Stamps, & the Stamps MUST be used AT the Post Office while you are there. In other words, you can not go into the Post Office, Exchange the "I.R.C.'S"  for the Stamps  & take them home. You must use them while you are AT the Post Office.
